					<description>Regardless of country or government, there can never be any true unity of opinion by the majority on any topic. A truth incompletely expressed can be worse than a lie. For a democracy to function every question has to be phrased carefully in order to allow consensus, but consensus is the one thing that can turn a democracy into a despotism.</description>
